3月29日　スペイン－ゼネストのミニマムサービスについて

スペインの主要労働組合は、政府の労働法改正に対する抗議のため、全国規模で24時間ゼネストを3月29日に実施します。これに対し、スペイン勧業省は各交通機関のミニマムサービスを発表しましたのでご案内します。

The Ministry of Public Works and the CCOO and UGT trade union organisations reached an agreement on Friday regarding the establishment of public transport services to be provided during the general strike on 29 March 2012.

On the suburban railway services (Cercanías), an agreement was reached to provide at least 30% of the services usually provided on a normal day and 35% of those services usually provided between 06:00 and 09:00.

On long-distance railway services, the minimum service will include high-speed railway services on routes covering distances greater than 500 kilometres or those with an estimated travel time when using alternative means of transport of more than 4 hours. This includes the AVE to Valencia among the minimum services to be provided. The agreed percentage of minimum services is 20% those of a normal day.

As regards ADIF, the minimum service will include the necessary staff to guarantee the minimum RENFE-Operator services and to guarantee the functions of customer information and ticket sales. The percentage of staff required to provide this minimum service was set at 11.7%.

The minimum service agreed with FEVE will amount to 40% (or two services in each direction) between 06:00 and 09:00 and 25% (or one service in each direction) during the rest of the day.

【Air transport percentages per route and airline 】

– Inter-mainland routes: 10%
– Inter-island routes (Balearic Islands and Canary Islands): 50%
– Routes with origin/destination in the Balearic Islands, Canary Islands, Ceuta and Melilla: 50%
– Mainland Spain-abroad routes: 20% for connections to destinations within the EEA and 40% for connections to destinations outside of the EEA

Furthermore, a 50% minimum service has been established for handling services at airports in the island regions, Ceuta and Melilla, and between 25% at major mainland airports and 10% at other airports.

【Road transport】

A minimum service percentage of 25% has been agreed for the regular transport concessions of the Ministry of Public Works.

【Maritime transport and port services】

– For maritime transport services:
– Mainland-Balearic Islands: between 50% and 100%, according to the route.
– Mainland-Melilla: 100%
– Mainland-Canary Islands: 100%
– Mainland-Ceuta: 10%

– For maritime safety and rescue services: 100% of safety and rescue resources (boats, air units, etc.) and 30.6% of the staff at coordination centres.

Port services:

Security service: 50%. In addition, the staff required to provide service to maritime traffic established as minimum services.
